Swaraj Trophy

The Swaraj Trophy is an annual award instituted by the Government of Kerala for the best performing local self-government institutions (grama panchayats, block panchayats, district panchayats, municipalities and corporations) in Kerala. Its main objective is to encourage the best performance of local self-government institutions and make them more efficient.

Key Features

Established by: Government of Kerala, under the Department of Local Self-Government.

Purpose: To enhance the administrative and developmental efficiency of the gram/block/district panchayats and municipalities in Kerala.

Award: Trophy and cash award are given.

Evaluation Criteria

A wide range of criteria are used to evaluate the performance of the institutions. The main areas considered are:

Annual Plan Implementation: Accuracy in completing the projects within the target time and cost.

Revenue: Efficiency in mobilizing the institution's own funds.

Public Administration: Administrative transparency and efficiency.

Development Activities: Notable interventions in the health, education and social welfare sectors.

Financial Discipline: Accuracy in the utilization of funds and excellence in audit reports.

Transparency and Public Participation: Activities in Gram Sabhas, Ward Sabhas and making information available to the public.
